My radiator fan comes on when I start my civic  even though my car is cold

On most cars the radiator fan comes on with the A/C, and the A/C comes on when the defrost function is selected. In cold weather this helps remove moisture and condensation from the cabin air and windows. If you still think it is malfunctioning, turn the heater completely off and see if the radiator fan goes off too, as it should. I hope this helps.
