I have a 2009 dodge charger my check engine light came
on and started flashing followed by stuttering

Joseph don't drive your charger a FLASHING check engine light indicates a miss meaning at least one engine cylinder is not firing correctly, this can damage a Catalytic Converter $$ have it scanned this also can be done with a simple code reader to determine which cylinder is miss firing.
