Overheating

2005 Honda Civic keeps overheating how I ready
changed the head gaskets change the thermostat
put in a new water pump and timing belt assembly
we have checked the radiator while it was hot to
make sure that there was no clear spots it seems
that he continuously over the surface equally we
have blood after putting coolant in it but it still
keeps overheating it's kind of acting like the water
is not circulating and the fans do work one thing
cakes on whenever the AC is off if you turn the AC
on both fans kick on

I meant to say we change the head gasket and bolts put on a new water pump and timing belt assembly new radiator new thermostat we bled the coolant we felt out of the radiator while it was hot to make sure it was equally hot all over but the car just doesn't seem to be circulating water properly
