yes, the neutral gear on the gear shaft should work, despite not having a clutch

Try driving back and forth a little in a straight line. Stop and try and shift again. Manual shifters can take a lot of force to shift. If it is electric shift try driving back and forth as well.

You can remove the shift motor from the transfer case and manually shift it into 2h with a pair of pliers.
