1999 CROWN VIC. HEADLIFGTS FLICKER OFF/ON AT RANDOM. I HAVE REPLACED THE LCM AND TURN SIGNAL SWITCH. THIS IS NOT COVERED UNDER THE FORD RECALL. WHAT ELSE CAN I CHECK.

It is most likely an electrical issue. Do they flicker only when driving the car, or when it is sitting still idling? You might want to follow the wiring from the signal indicator, to the switch, and to the LCM. Best of luck!
