steering colum reassembly

just curious if anyone could tell me after reinstalling the lock plate, there are two little rings one is a small split ring and the other is a little thicker and solid.  I am not sure where or in what order these rings should go on. I know where the split ring fits to hold the lock plate in place but not sure where the solid ring goes? Is it on top of the split ring or below or does it go below the lock plate? Any help would be much appreciated.  Also, curious to why the steering wheel does not lock in place once the key is removed?  Thank you

order is horn cam solid spacer lock plate snap ring (what you called split ring) see if this helps http://www.geocities.com/jeep_images/steering/81_86_steeringcolumn_exploded.gif mine doesnt lock either just another reason to install a kill switch
