The break lights on the back of my car are not
shutting off

Check the brake pedal position switch. It's a little switch on the brake pedal itself, google it for your year/make/model to see where it is.

Is the switch working? Can you press the plunger in/out? If the switch is not at fault, then you'll have to troubleshoot the electrical circuit, may be a short to ground causing lights to stay on.
