http://www.edmunds.com/pontiac/montana/2000/features-specs.html? style=11691 Lists keyless entry an an option for 2000 model year. So I have to do some research to find out how to tell if yours has it, and you just didn't get the fob when you bought it. Take a few minutes...

1) If you don't have a remote, open your driver's side door and look next to the handle or power window controls. You may not have power windows but still have power locks with remote capabilities. The power lock button inside the car should show the same picture of a key or lock symbol. The controls are on one button that you can press at the top or the bottom. Press the button in either direction. If all locks engage or unlock at once, you can purchase a remote to use for keyless entry.

I also found that the Dealer can tell you from the VIN whether it came from factory with remote entry
