How do you remove the plastic cladding from a 2001 Pontiac Sunfire so I can
repair rust on the rocker panel itself?

If you're going to do body work, get a body repair manual. Or just google this. There are likely videos that show you how all this is done... It might start with kicking the rockers. But that might make the doors fall off.
