Won't start after battery replacement

Car was running fine until last week's cold spell killed the battery. Replaced dead battery and now car won't start. Dash lights come up. When I turn the key all dash lights go dead, no crank, no engine turn, nothing. Totally dead. Removing the key and putting it back in doesn't help - lights do not come up. Removing the key and trying after about 10 minutes results in the routine described above again. Is the anti theft at work here? If yes, how I do I get around this problem? Much appreciate expert opinion.

Bad battery cable,or end,s,if you know the battery is good,if it pull,s power down from trying to crank,or possible bad starter.
