My van is blowin a fuse and I'm not sure
what it's for  but when I turn the key on it
does not short but when I try to start it it
pops the fuse I figured that it runs two
pumps  one for return and the other is a
fuel pump I think how do I pull the fuse
block so I can trace the wire

You'd want to start your testing at the fuel pump, checking for power back at the plugin, with the key on there should be power. There is no pump for the return line.
