2009 Ford E-150. No crank. No start. Patsy system is flashing.

I have a 2009 Ford E-150 van.
No modifications done. The other week my employee started the Van and backed out of the driveway and the van cut out. When he tried to restart, the van ignition would not crank. It is also showing a flashing lock/car signal on the dash. I guess this is part of the Passive security system. Checked the starter. That is OK.
Since I have owned the van, I have never had a Fob key, only metal keys to operate the van. Not sure what made this Patsy system start flashing.
We have tried to plug in a OBDII scanner into the cmputer and it wont communicate with the scanner. Something seems to be shut down electronically. What should I do next?

Found fuse #46 in the engine compartment fuse box was burnt out. That resolved the issue

Mcemt1, did you get your issue resolved? Same problem with mine and spent over a month and no resolution. Cash4fun, was that the PCM fuse?
