2000 olds intrigue gls 4dr sedan

Turn key to on and dash lights illuminate and no
security light displayed. Turn key to start and all
lights turn off. When returned to "on", all lights
return as normal but there a sound like relays
clicking on each side of the dash. Back and forth a
few times. No crank no click no nothing. New
battery, alternator, starter.

What next?

Noticed the ignition main relay buzzes when I try to turn it over. I'm guessing that means a faulty ground somewhere. Any ideas on where to start looking?
