why is my 2001 Nissan Quest overheating when sitting at the traffic stop?

I have noticed the radiator fan is not turning when the engine is heating up at
the traffic stop. the 75 Amp fuse is ok.

You are correct that the engine overheats because the radiator fan is not coming on, especially stopped or in slow traffic. First check the fuse and the relay. Then check the fan motor itself. Lastly, check the temp sensor/controller.
