Electrical, constant voltage regulator

On my 63 Falcon, the fuel gauge quit reading. When the ignition is turned on there is a slight bump of the needle, bot will move no further off E.
The temp gauge works.
Bad ground?
Where is the constant voltage regulator? Hidden under the dash?

Hi Jim, I removed the instrument gauge panel on my Falcon.I have access to the gauges. How do I remove and replace the constant volt. reg.? Hell, If I can't see it, how do I remove it? Do I remove the dash pad? Thanks for your time. Lenny
