Do you know the noise that power steering makes when it is low on fluid? Wondering if this may be the sound. Barring that would think maybe torque converter. But neither of those should have any effect on your lights. The only item that can make a grinding noise and can also affect your lights that comes to mind would be your cool fan(s) if they are hitting the shroud that would make noise and also demand extra electricity.
