83 dodge b250 van. What is this part?

My charging system has an issue. Battery voltage
does not increase when running. I thought it was
the alternator but when I do a full field test it pushes
out 30v to the middle pin of whatever this is. Any
ideas. It’s definately not original.

Test charging voltage at the battery. It should show around 14 to 15 volts. Not sure what the device is but there is a lot of corrosion on the wires and terminals.
