Runs but will not engage transmission. Do not believe it is transmission.

Assuming it is an automatic trans, can you move the shift lever out of PARK or is that where it is stuck? If it is stuck in PARK, there is a switch connected to the brake which will not allow you to shift from PARK unless the brake is depressed. If this describes your problem, the switch is probably defective or requires adjustment.
