Dealership 10% upcharge?

Is it customary for a dealership selling a vehicle on your site to post a price and
then require a 10% upcharge? Where I come from that's called bait and switch!
Started the purchasing process for a vehicle listed at $34,612 and got a call
from the salesman telling about their 10% upcharge, so the actual selling price
is $38,073.

would use a dealership that does not do that~
