Federal tax rebate

The IRS site concerning the federal tax rebate on electric cars states that a new
car isn't considered "acquired" until the title is passed to the taxpayer.  Does
this mean if I finance a car I can't get the rebate?  In my state you don't get the
title until the loan is paid off.  Thanks.
