what woul cause no power to fuel pump

i replaced fuel pump, checked inirta switch is ok, checked fuses and circuit breakers  - all good,

is it possible for fuel pump relay in trunk could be bad?

Well yeah, if you say there is a fuel pump relay in the trunk I believe you, it's your car I never owned one. Any relay can fail. But ya know what, that may be wrong..have a look at Page 141 http://www.fordservicecontent.com/Ford_Content/catalog/owner_guides/99conog1e.pdf
