sounds like i need power steering fluid but it's full

The car sounds like it needs  power steering fluid

Could have a bad power steering pump. Are there any leaks or have you added any fluid?

Has a new pump and resivor is full. Replaced pump twice as we thought we had a bad replacement ! Steering is still hard and no leaks.
