Is the price listed on CarGurus the price at the dealership?

I saw a 2017 F150 Lariat on CarGurus for under 36k dollars with 45600 miles,
went to the dealer and the same truck is listed for almost 39k!

I guess you already found your answer. The dealer sets the price on the ads. Cargurus adds an IMV price, which is an instant market price, to give you a ballpark as to what they think you should pay based on other car ads. Dealers like to post ads with low prices to get you to visit the dealership. I personally stay away from those sellers.
