Z14XEP keeps slipping belt

Good day. I have been working on an 2007 1.4 Opel
Corsa engine code Z14XEP.  What a nagging car
this is.

So the car intially had leaking valves which I took
care of - as soon as I was done assembling the car  
I noticed the belt keep slipping. It slips from the
tensioner to the crank pulley which gave me the
impression of why the car just wont start or hold
an idle for about 20 seconds.

I then checked and realised that the crank pulley is
somewhat not aligned with all the pulleys to a
certain degree yet it seems to be in and fastened
correctly. The crank pulley has no movement to it
or a gap showing that it could not be inserted
properly.

I need help on any reason why my belt keeps
slipping and could this be the cause for the engine
to not run. Another thing I am told that my throttle
body has reached its toll and that I should replace
it. Now knowing that throttle bodies dont come
cheap - I would like to be sure that this is the case.

But before that - the problem with the belt slippage
is what bores me the most.
