1999 nford ranger xlt no flasher/hazard lights

replaced all fuses the relay an switch still nothing ?
should i replace all the bulbs or am i missing another rely besides the one
under the dash?

This sounds like fuse box or wiring issues. Get a wiring diagram for the effected systems and start doing wiring tracing.
