Bad connections at the back end, either the bulb socket, ground wires, or at the plugins for the tail lights under the vehicle. The plugins get corroded and just need to be taken apart and cleaned to make a good connection. A test light is handy for checking this out.

The YJ's have a separate fuse for this in the fuse box under the driver side dash. Mine lasted 20 years and finally went open, not bad.
