no, 1968 was the year of adding belts to many cars, and they were just lap belts

No and does not fall under the same seat belt laws as those that did, but check your area just in-case gobberment has imposed them.

It was an option. However 1963 law required that anchors be installed in front whether or not the option was ordered.
