99 ford escort I replaced the speed sensor and still not working

What isn't working? If your saying it cranks good, but, won't start, have a helper crank it while you check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse. If your just talking about the speedometer, note the diagram. A1 is signal from vss. A11 is ground. A12 and B1 is voltage. See the two fuses, not only check the fuse, use a testlite and check fuse circuit for voltage, One fuse is hot all the time, the other goes hot with key on. If all that checks out, maybe a problem with instrument cluster?
