what specifically does code P0135, heater circuit malfunction mean??

Mechanic told me it had nothing to do with my heater!! but the heater only
works when it wants!! Can you tell me a specific fix??

It means there is a problem with the heated oxygen sensor heater circuit. One of the O2 sensors could be bad or the wiring could be the issue. Sometimes the O2 sensor wiring gets up against the exhaust and gets damaged. It needs further diagnosis to determine the exact cause.
