What is this cord?

Good Day, My folks were looking at purchasing a used 2017 Highlander and
I was sent his picture. They said they asked the salesman and he said he
didn't know what it was. I currently have a 2012 Highlander and a 2018
Tundra and I have absolutely no idea what the black cord on the top left of
the seat/picture is for. I checked the 2017 Highlander manual and couldn't
find anything. Any one know? If so, is it broken? Thanks for the help.

Wow thanks, I didn't even think about that. It looks like the center seat belt is completely missing.
