Subaru certified pre-owned

i saw a car advertised as Subaru certified pre-owned. When i went to see the
car the dealer told me that he was going to charge an additional fee to cover
the  work needed to make it certified pre-owned. This doesn't sound right as it
was advertised as certified pre-owned and therefore was a little more
expensive to begin with. Is this standard operating procedure for Subaru?

Dealers charge for the additional warranty when you get a CPO car. You can offer what ever price you want but I would probably walk away as they should have made the repairs BEFORE advertising it as CPO.
