transmission not in park, cant move shifter, dash lights come on but will not start, is it a fuse? cable switch?

Transmission was stuck in park, could not move shifter at all, popped open to release shift to go into park, got it into drive and it went forward, moved to reverse and it went into reverse. but could still not get it into park. But now it won't shift anymore, transmission still says its not in park, but now it won't start at all, the dashboard lights still come on but the engine will mot turn over, I can hear a clicking when I try. so not sure what the problem can be, any suggestions???
