Hyundai sonata 2002 very little air from vents

I have a hyundai sonata 2002. when the a/c is on and the blower is on high, it sounds like the blower is blowing very hard, however, very little air flow is coming from vents. could this be a weak blower?

sometimes they break... But sometimes mice make nests in the blowers too!
