2000 explorer, heat blows when driving, doesn't when idle

My heater is not blowing at all when idle, but when
I'm driving at  least 40 it blows, there is plenty of
coolant so that's not it

From the sound of it, the blower fan may not be operational at all. The air you're getting is most likely from the air being forced down the cowl at higher speeds. Simple thing to check would be the fuse for the fan. If the fuse is okay, verify 12 volts at the fan. If you have 12 volts, time for a blower fan replacement.
