Speed of 140km/hr is 87 mph here in the USA. Granted that's not extremely fast but what you are dealing with is the "speed limiter". The are preset but the engine computer and can not be altered by ordinary means. They do that for safety reasons and it is usually higher like 112 mph and 122 mph based on the type of vehicle and tire speed rating.
