i have a 98 honda civic. it runs and drives great. if i turn it off, engine floods and wont start. i put in new pluggs, wires and fuel filter and its still happening. please help

that's about it. I did oil change, fuel filter, plugs and plug wires. when I changed plugs , the tips had gas on them telling me it engine is flooding. if I let it sit for an hour its starts but very weak and I got to pump gas or it stalls. sometimes it starts all the time. driving me crazy cause I love the car. please help
