Start by reading code, check cooling fans, if normal, check water pump. When cold, remove radiator cap and start car, after it's reached normal running temperature, check for coolant circulation in radiator. If you don't see coolant circulating, replace pump.
The whine could be the water pump or timing belt idler bearing, if the check engine light is on it has set a code that can be pulled by using a code reader, it may have ruined a sensor due too overheating. Make sure the cooling fans operate normally and you might want to have the radiator flow tested, a restriction in there could also cause an overheat try to keep the driving at a minimum until you find the actual problem or you will be doing the headgasket job.
No coolant circulation
