I have a 2004 Taurus SEL and I know what you mean. When you select "On" with your left thumb on the steering wheel controls, there is no response from the indicator on the dash. But as soon as you select "res/acc", the "cruise" indicator will light up. You have to be going at least 25mph and foot off brake pedal for it to set.
