2002 Honda Civic Immobilizer light

My car has the Immobilizer light on I made sure
there’s no short, gets correct voltage and
ground when needed, switched out Immobilizer
and has the same issue. I use my scanner to try
and reprogram the Immobilizer but it doesn’t let
me. It also doesn’t allow me to write or see the
vehicles vin. Does anyone have any ideas?

Reprogram the key to the vehicle again. I think it may be out of sync. There are some good youtube videos on how to pair the key. You don't need any tools just a sequence to pair your key to the vehicle.
