If you have a heat gun you can use that to tell if it is the thermostat or waterpump malfunctioning. When the car reaches operating temperature, temp gauge is in the middle, the thermostat should open and the temperature on both sides of the thermostat should be about equal. If the thermostat doesn't open one side will remain way hotter than the other after reaching operating temperature. If the thermostat is functioning but the car is still overheating it may be a waterpump. One thing I have found with idling overheating is that the fan is actually broken and not cycling on providing enough air. So you may want to check out this option before assuming it is the waterpump once you have ruled out the thermostat. Again, when the car reaches operating temperature the fan should kick on. You can do electrical tests of the connectors on the fan as well to verify that it is bad.
Turn on your heater while the motor is running (either driving or in idle.) If the heater blows cold air (like an air conditioner,) that means the water pump is not working.
The cooling fan is used when at a stop or when in low speeds, once car gains appropriate speed fabs turn off.
