Gmc vandura g3500 diesel 6.5l low votage to starter motor because of glow plugs

Im in the uk
I have the truck mentioned above.
When starting I usally just get a click. the volt meter reads about 9v.
When starting the "check engine" light stays on and the "glow plug" light comes on and then goes off.
After a few attempts the engine starts and the "glow plug" light comes on again. volt meter still reads 9v when engine is running but when the "glow plug" light goes off again the vault meter jumps up to 12v.
Occasionally, afeter a few attempts the vault meter will jump to 12v and it will start on the next try.
Any ideas?
