My 2015 Kia Optima won't start

The car won't say
anything when turn the
key no click no sound.  
The Battery is charge

If the battery holds just twelve volts, that's not enough to get the starter motor turning. You should hear a single click in it's a starter problem and multiple clicks if it's battery related. No sound with a good battery makes it seem like you have cables that are loose or corroded, a bad regulator or relay, or a blown fuse.

You need a new battery for your fob. Google and replace the battery
