Have it scanned, when the fans do this the computer is seeing a problem.

The coolant temperature sensor is the problem. It's either disconnected or not sending a signal to the computer. When this happens the computer assumes the engine is overheating and takes steps to prevent engine damage. The radiator cooling fans come on immediately at high speed, and the air conditioning is disabled. The check engine or service engine soon light will come on as well. Jim
