Where is the fuel filter of a 1999 Yukon located/

Like many newer vehicles it may be located inside the tank in which case it is not serviceable without dropping the tank. Suggest calling the dealership and asking if they have a fuel-filter replacement service -- they will tell you if it is doable or not.

the fuel filter is on the driverside attached to the frame rails, its a little silver (looks like a soda can with plugs to connect the line on either side) (i replaced mine two years ago)all you need is two wrenches to get the filter off
