Question type: Maintenance & Repair

My 88 Chevy Suburban has dual
headlights, one above the other. When
innlow beam the top headlights are on. In
high beam, all 4 headlights are on. That's
how it normally works. Now, all 4 lights
come on when the headlights are on
whether they are in high or low beam.
When you turn on the brights, the do get
brighter and all 4 still stay on.
