in 2wd when set to 4lo

so looking at an 89 jeep Cherokee and noticed when it is in 2wd it is actually in
4lo and when set to 4lo it is actually in 4lo. so it is backwards. was wondering if
any one knew why that would be? i new to jeeps and just getting started.
