Who is responsible for writing the “headline” describing a car or truck ?

As I look specifically at late model Ford F-250 I have found
several “Headlined” as the Lariat model when the pictures clearly
show the bottom of the trim line XL model.  This is, in my opinion
false advertising and therefore fraudulent.   Who is responsible?  
The dealer or seller or is it you?

This is a nasty dealer trick to get a fake "good deal" rating for a cheap model truck.
