What does Dot Arrow 85:49 on instrument panel mean?

Check your owner's manual. It looks like hours:minutes to me. Does it change up or down. It might be a count down timer for some service interval.

I had to replace the battery and the alternator and now the back light and the gauges don't work. The fuses are showing they are good
