I've seen quite a few shorted wires from the OD cancel switch right under the column cover where the wires come out of the shifter tube. They seem to flex and ground out at random. One way to see is to replace the fuse and run it through the entire shifter range Park to low and back again several times. Squeeze the sides of the steering column cover to release it from the bottom half and you should be able to see the wiring.
