My oil cap looks like peanut butter is in the yop of
my oil and the car is making a ticking sound when
it starts to heat up what could be the problem and
how do i fix it?

It's condensation,usually caused by short trips not getting the engine warm enough,very common not to worry.

Possible leaking had gasket. I would be concerned about the overheating.
